Appeals Judges Rule Against Fund Used to Provide Phone Services for Rural and Low-Income People

While this ruling is likely to be appealed, it does put a spotlight on just who exactly is authorized to impose a "fee," when it comes to telecom related charges.  This court's decision seems to be clear in stating that the Universal Service Administration Company (the FCC's third party administrator) does not hold such authority.
